Safety Policy

I. Purpose

Concord New Energy Group Limited (“the Group”) always prioritizes safety and strictly adheres to the safety management principle of “safety first, prevention-oriented, and integrated management.” By focusing on risk management and strengthening systemic safeguards, the Group has established a comprehensive safety management network that covers organization structure, systems, risk control, emergency response, implementation, supervision and safety culture, to ensure the full protection of employee safety.

The formulation and revision of this Policy are carried out through discussions and communication involving the Group’s dedicated occupational health and safety staff and relevant stakeholders.

II. Applicability

This Policy applies to all employees of Concord New Energy Group Limited and its subsidiaries, as well as contractors and individuals subject to the Group’s oversight. The Group also encourages suppliers to comply with this Policy.

III. Commitment

The Group commits to conducting safety management in strict compliance with relevant international and industry standards on occupational health and safety, as well as applicable laws and regulations in its operating locations, and to continuously improving its health and safety management system.

IV. Management System

The Group adopts a hierarchical control mechanism for safety management, builds a three-tier safety management structure consisting of the Group’s Safety Management Committee, the Safety and Environmental Protection Supervision Department and the branch(subsidiary)/project company to implement safety responsibilities at all levels, establishes a safety reporting system, holds safety work meetings regularly, and closely follows a principle of “safety first with emphasis on prevention and overall control.”

• Safety Management Committee is the Group’s highest safety management organization, which is responsible for supervising and managing the overall safety issues of the Group, including evaluating and supervising the safety management of construction projects and imposing penalties, dealing with safety incidents within the Group, and proposing advice to the Board of Directors on major health and safety and environmental decisions.

• Safety and Environmental Protection Supervisory Department is responsible for the daily safety and quality supervision and management of the Group, including identification of relevant laws and regulations at the Group level, formulation of management policies, and overseeing the conduct of safety inspections, emergency drills, and training.

• Branch (Subsidiary) Company / Project Company during construction is responsible for executing the specific safety work of the project site and assign full-time or part-time safety engineer to implement safety management policies, supervise the construction contractors to carry out relevant work in accordance with safety regulations, and report to the Group on the process in safety and environmental protection work monthly.

V. Specific Measures

• Develop safety management measures and establish a safety management system in line with international standards or the requirements of the countries where the Group operates.

• Establish safety management targets, sign safety responsibility agreements with implementation at each level, regularly monitor the progress of safety targets and management measures, and constantly improve safety management performance.

• Implement a responsibility system for safe production and define the responsibilities of those in charge of safety management at all levels.

•When deploying an action plan, the Safety Management Committee should identify priority actions based on the established safety management targets, safety indicator evaluation standards, and the company’s actual circumstances.

• Establish an emergency planning system and carry out emergency drills.

• Establish a work system of safety supervision, carry out safety evaluations, safety inspections, analysis of dangerous points, identification of sources of danger, technical supervision, defect management, reliability analysis, etc., to review safety risk factors and assesses risk levels within the Group.

• Develop corresponding risk mitigation plans (such as accident prevention plans and safety protection plans) based on identified risk factors and their risk levels, clarify risk priorities, and set up risk mitigation action plans according to the prioritization. By allocating resources appropriately, minimize safety risks and occupational health hazards to employees and relevant stakeholders.

• Ensure that workers and their representatives at appropriate levels and functions are consulted and engaged in matters that may affect their health and safety at work.

• Conduct regular discussion on identified occupational health and safety related risks, risk mitigation plans and the effectiveness of safety management measures implemented by the Group in order to continuously improve the Group’s occupational health and safety management performance.

• Carry out safety education and training, including safety training programs, safety months, safety days, regular safety meetings, safety inspections, safety briefings, and seasonal special inspections in spring and autumn to improve safety skills and awareness and promote safety culture;

• Enforce strict safe work procedures and control measures for high-risk operations, mandating full compliance with all safety protocols during execution.

• Keep contractor safety under strict supervision and incorporate health and safety management into the assessment and evaluation of construction contractors;

• Strictly implement the system of workplace fire protection and continuously improve the workplace environment to provide a safe and comfortable working environment;

• Include interested parties in the safety management system, oversee the observance of safety policies by all parties, and make information public.

VI. Policy Review

The Group will conduct necessary reviews of the Policy at regular intervals. The ESG Committee oversees and supervises the implementation of this Policy and maintains timely updates to it.
